Elevated Work Platform, Yellow Card Training
The EWP, Yellow card is a nationally recognised Elevating work platform operator training program.
The training course
is designed to educate the operator in the safe use and training for scissor lifts, knuckle boom, vertical, trailer
and truck mounted elevating work platforms below 11 metre.
Jack Australia maintains the training program in accordance with the Elevated Work
Platform Association Of Australia (EWPAA).
All states of Australia have OHS regulations in place to secure and promote health
safety and welfare of all people, and employees' of the employer in the work place, and further states the duty extends
to providing such information, instruction training and supervision as may be necessary to ensure the employees' health
and safety at work. Therefore elevated work platform, EWP operators need documented proof he/she has been trained in the safe
use of EWP's, the Yellow Card is a favoured solution.

As of the 1st of July 2013 the Elevating Work Platform Association of Australia (EWPA) has launched their new "EWP
Operator Licence - Yellow Card." It has been developed in line with and is mapped directly to Nationally Recognised Training
(NRT) "RIIHAN301B-Operate elevating work platforms." Additional to the NRT unit, specific industry content has been
added to further enhance skills and knowledge.
This one (1) day training
program is designed for people who wish to or are required to develop the skills and knowledge needed to operate elevated
work platforms. Participants may complete singular or multiple machine classes, according to the type of work they will be

Scissor Lift (SL),
Self Propelled Boom (BL),
Vertical Lift (VL),
Trailer Mounted Boom (TL),
And Truck Mounted Boom
The Occupational Health
and Safety Act, Federal legislation states; that an employer must provide any information, training, instruction or supervision
that is necessary to protect all persons from risks to their health and safety arising from work carried out as part of the
conduct of the business or undertaking. WHS Act 2011: Division 2:19.3
Since 1987 the Elevating Work Platform Association of Australia
(EWPA) has provided operator training throughout Australia known as the "Yellow card" training program. Providing
this type of training has assisted owners, employers and operators to meet their responsibility under the OHS & WHS Acts
where a high risk work licence is not required.
Providing documented evidence that the licence holder has been suitable trained
for the appropriate piece of equipment being operated.
If you require the use
of a boom-type elevated work platform with a height or reach of 11 metres or more, you must hold a valid National Licence
to Perform High Risk Work class WP, issued by a Work Health and Safety Regulator.
RIIHAN301B - Operate Elevated Work Platform
is appropriate for those working in an operational role at worksites within:
General Trade Work
This training program
has no pre-requisite units
Participants should be 18 years of age.
Operating restrictions apply for those under 18 years of age.
Participants will gain
theoretical knowledge and practical skills in:
Hazard identification, risk assessment and controls
Fall arrest harness inspection,
fitting and use
Identify safe operating parameters using data plate and manual
Conduct pre and post operational checks
Operation of EWP
assessment and practical observation and demonstration
Upon successful completion
of the course your record of training is processed by the EWPA and you will receive an EWP Operator Licence with the proof
of training and your photograph on the card. You will be able to apply for a Statement of Attainment for RIIHAN301B-Operate
Elevated Work Platform.
Please advise your Accredited Trainer if you require a Statement of Attainment
to be issued as there is additional paperwork to complete. Prior to lodgement of application, as there would be an additional
charge if you require a certificate, along with the solid plastic card that is issued.
The EWP Operator Licence Yellow
card will be processed and posted to your home address.
Please let the EWPA know if you have not received your card within 60 days
of training. After 60 days you will have to pay $30 for the card to be reissued, but if you let us know within that timeframe, we can reissue it free of charge.
EWP yellow card training
classes are held weekly, each Wednesday RAIN HAIL OR SHINE. Obviously other times can be arranged. But we offer every Wednesday
week in week out, unless we are booked out there is usually space.
On the Wednesday class:
7.30 am commencement, SHARP, for (BL) knuckle boom lift training,
9.30am start for scissor lift training.
is approximately 6 hours (depending upon class size and prior knowledge and experience)
We train 1 person upto a maximum of 5-6 in any one group.
TO NEVER CANCEL EVEN IF YOU ARE THE ONLY APPLICANT TO BE TRAINED ON THAT DAY
Classes are limited to 10 people
maximum, but we seldom train more than 5 applicants at any one time as this provides for a more one on one experience.
Cost is $350 per applicant for (SL) scissor lift and (BL) boom lift on the
Wednesday class ONLY.
Additional categories such as, (VL) vertical
lift, (TL) Trailer Mounted Boom, (TM) Truck Mounted Boom is also available. Price is available on request.
Group bookings, e.g.
min 5 people, price on request.
Training on any other day (MON/TUE/THUR/FRI), price on request, usually $450 per applicant, although
there is a negotiated price available for group booking with a min of 3 applicants is available.
BOOKING IS ESSENTIAL, No placements are available to applicants who do not make prior booking via email.
Trained Operator FAQ’s
1. How Does It Work?
The operator Card is a registered ticket issued to operators who have been successfully trained by
EWPA accredited trainers in the safe use and operation of various types of elevated work platforms.
There are five different types of EWP Yellow Card licence category:
Scissor Lift (SL),
Self Propelled Boom
Mounted Boom (TL),
And Truck Mounted Boom (TM)
2. Are There Alternatives to formal training?
are some alternatives to formal training by qualified EWP trainer, one option would be an house training course or user specific
training package delivered by the appropriate personal with the appropriate qualifications. It is essential training
programs need to have a structured training format or procedure plus written proof of successful completion please note that
training must be performed by qualified person.
What If I Do Nothing?
If to "do nothing" is your preferred approach, and
a serious accident occurs and no proof of training can be produced, then there will be serious consequences for all involved.
4. When Is The WP Over 11 Meter Work Cover Ticket Needed?
A GREY AREA exists
due to the ASCC (Australian Safety and Compensation Council), introduced Certificate of competency licence for users of boom
lifts 11 meters and over through the National Occupational and Safety Certification standards for users and operators
of industrial equipment (NOHSC: 1006 (1995)). This is a nationally recognized scheme throughout Australia. This means that
you must have a licence to operate elevated work platforms 11 meters and over. There is no specification of what type of knuckle
boom and has no mention of scissor lifts. We also offer this certificate of competency (WP licence for 11 meters and above)
which is performed over two part assessment knowledge and practical demonstration and requires a sound practical and safety
knowledge of EWPs to avoid incidents.
5. Will I Need The Yellow Card And WP Licence To Work Over 11 Meters In A Boom
To comply with Occupational Health and Safety regulations, the answer is YES. The Yellow Card indicates you have
been trained in the safe use and operation of specific EWP, elevated work platform such as scissor lift, boom lift, vertical
lift, trailer mount or truck mount, work platforms. The WP licence is a Work Cover requirement for working on EWP, elevated
work platforms 11 meters and over.
